Hope Clinic Lukuli uses 'hosted referrals' to bring needed services to the community through partners

Our beginnings in maternal care and fever management started our model for hosted referrals with negotiations to bring St Francis hospital at Nsambya for child immunisation, AIDS Information Centre for counselling and testing and Straight Talk for youth engagement. Our HIV service coordinates PEPFAR, Global Fund and Government resources through a series of agreements as the only method to bring comprehensive, integrated services to a location. Sadly, although all our work is planned in response to Uganda's national policy and strategy, donor interventions are typically very vertical in nature. That leaves hosted referrals as our solution to bring it all together.

Implementers have target audiences and interventions to deliver and goals to achieve - Hope Clinic Lukuli has been commended by PEPFAR and bilateral embassy grant programmes for our contributions to their goals. They made direct awards to the clinic - three times from PEPFAR for HIV service delivery, three times from Belgian Development Agency (BTC) for capital improvements for the youth services.

We have been a research site for the Malaria Consortium for re-treatment of mosquito nets with K-O Tab 1-2-3. We had client service support from UHMG, over-branded information leaflets from Business PART (for Aggreko). In relation to HIV, we partner with UHMG to access test kits and with PSI/ PACE for the Basic Care Package. With JCRC we have received capacity development support in client case management and record keeping and now contribute lab test samples to their THALAS laboratory programme. The Infectious Disease Institute is a new partner initiative with PEPFAR funds. Rotary President Tanaka visiting the clinic in August 2012, commended Rotarian support which began in 2004 with Cheltenham Cleeve Vale and Makindye Club and a matching grant.

Our finance staff, technical clinicians, community outreach staff and monitoring, evaluation and reporting staff are familiar with PEPFAR, Ministry of Health and general grant reporting. Hosted Referrals has worked for these partners and certainly works for our community. We maintain statistics and proof of impact reports as well as the standard Uganda HMIS compliance returns.
